Michael J. Gardiner has practiced law for twenty
years in Rhode Island. He is a graduate of Cranston High School East, '80, the University of Rhode Island '84, and the Western New College School of Law, obtaining his Juris Doctorate in 1989.
Mike also served in the RI Army National Guard from 1981 through 1992 and transferred to the Individual Ready Reserve as a Captain (FA) in 1992.  Mike's first job was at the age of 15. He knows hard work, and the value of education.  Mike is one of six children of Elmer and Margaret Gardiner of Warwick. He has five siblings, four of whom are teachers, and one is a journalist.

As an attorney at law, Mike has represented parties in State and Federal Court. Mike has tried cases before juries in civil and criminal cases and argued before the Rhode Island Supreme Court  The House of Representatives is a two- year term. By the end of Mike's second year in the practice of law, Mike had already successfully briefed and argued two cases before the RI Supreme Court. Mike is ready to perform the work of your representative in Congress.
Rhode Island's congressmen must act from Washinton to help the next Governor of Rhode Island cut the budget, cut taxes and improve Rhode' Island's business climate.

A Campaign Message from Michael J. Gardiner

Dear Fellow Rhode Islanders,

Hello, and thank you for visiting.  In November, 2010, you will choose your representative in the United States House of Representatives for the following two years.  The current administration's government to government stimulus and clunker economic program has failed to put Amercan workers and Rhode Islanders back to work.  A jobless recovery is no recovery at all. Adding to that is a healthcare reform effort that ignores the true causes of rising health costs, and will add permanent new costs and liabilities to the Federal budget.  All at a time of record deficits.

The incumbent James Langevin supports the current economic program.  The current Administration promised to hold uenemployment at 8% in exchange for huge debt.  Well, we got the huge debt. But real unemployment is around 20%,  despite the preservation of every government job, including a bunch of high paid "czars." Congressman Langevin tolerates costly illegal immigration, and obstructed the effort to require a photo ID to vote in Federal elections.   He held a health care "Town Hall" but dismissed his constituents concerns.  Worse, he doesn't apply his education or experience to your advantage, only to his party's.  Now as people are worried about finding work, his focus is "the cyber threat."  That may well be a legitimate concern for our nation, but is there any opposition to our technicians working on that?

We only have four members of congress representing Rhode Island, and nearly the highest unemployment in the nation. Unemployment is a clear and present danger.   Yet what does James Langevin offer Rhode Island? He offers unqualified support for his party's rushed and radical agenda, a health care "reform" that will tax businesses and individuals just starting thier working lives at the most difficult of times.  He claims it will preserve the inflationary employer based health system.  The expensive "all you can eat buffet" paid for largely by your employers contributions, is part of the  problem, and preserving it while denying the right of businesses and individuals to form associations of their own to buy health care and health insurance is part of the inflation formula.  But what if you like your employer plan?  James Langevin's claim that he is preserving your employer sponsored option is simply not true. The public option combined with taxation of comprehensive policies that are better than the public option is actually intended to wipe out the private nature of our health care system.  Forever after, the quality of your heathcare will be a political football.  Turning the Federal goverment into a giant health insurer with huge liabilities, without a re-insurer to share the risk is a threat to our nation's strength and ultimatly the security of the world.

I propose proven measures to stimulate the private sector, creating jobs for workers and opportunity for all business.  This starts with low  tax ratesLow capital gain taxes stimulated housing investment early in the decade until the mortgage market got out of control. It makes sense to get housing regenerated. We must encourage it.  Lets encourage insulation of older homes undergoing renovation while we are at it. It makes sense to stimulate the housing sector in general.  Many Amercians are "on the brink"  and the downward spiral in value is a major problem.

In health care, real reform and efficiency requires uniform state laws The Uniform Commercial Code made state laws uniform in commerce for 5/6ths of the economy in the 1950's, and  has created great efficiency in our economy in sales of all goods, banking, security interests, and other areas.  This efficiency needs to be extended to the 1/6th of the economy that is health care.  Uniform state laws create the conditions for choice in benefits and the number and choice and quality of insurors.  Choice will increase as state policy coverage mandates become uniform and more flexible.  More Americans will be able to obtain their coverage through life-long associations, and not only  their employers or the goverment.  The savings in efficiency will be obtained without adding 1.2 trillion dollars to the national debt over ten years, without mandating our free people purchase health insurance, or pay a penalty, or otherwise go to jail.  There is bi-partisan support for centrist common sense approaches. In the center we will stand together and find solutions we can agree upon.
